  • Session 3: The UN Reform and Global Governance

    On the 14-16 September 2005 the General Assembly of the United Nations, held a High Level Plenary Meeting of the General Assembly, to discuss proposals for the reform of the United Nations.
     
    Although a large number of studies were carried out in preparation for the High Level Summit, and an intense period of negotiations preceded the event, the results of the Summit were uneven and in most respects disappointing. No road map for reform was delineated, fundamental issues such as the reform of the Security Council were postponed and commitments regarding the pursuit of the MDG diluted. Furthermore the Summit revealed extremely contrasting views over what should constitute UN responsibilities and reform objectives. A “reductionist” vision of the UN privileging security and humanitarian assistance was counter posed to a more encompassing vision which reinforces the role of the organization in overall global governance and in the pursuit of development goals. Rather than reinforcing the role of the organization in the pursuit of global governance agreements, the Summit disclosed the enormous divide between consciousness of the importance of the Organization and international willingness to empower it. 

    Taking into consideration the political scenario of this past Summit, this session will examine the significance of the options available for reinforcing the UN and the relevance of the failure to agree on a positive agenda for the larger issues of Global Governance.
